Total Reports Rain-Caused Oil Spill, Emissions at Port Arthur, Texas Refinery

Total Petrochemicals & Refining USA said heavy rainfall at
its refinery in Port Arthur, Texas has led to an oil spill and
emissions of gases that are expected to continue through Wednesday
afternoon.
"Due to the heavy rain fall that occurred on October 15, 2018,
the refinery was forced to divert the storm water from the North
Storm Water Tank," the refinery said in a statement to the Texas
Commission on Environmental Quality. "In the process of diverting
this stream, oil was also released into the tank dike."
The emissions, which included benzene and toluene, began Tuesday
afternoon and were expected to last about 24 hours, it said.
"Recovery efforts are underway for remediating the residual
hydrocarbon," the refinery said.
The 225,000-barrel-a-day refinery is located 95 miles east of
Houston.
