485 Courts in Session With Tyler's INCODE Municipal Court Case Management Software

(NYSE:TYL) announced today that it achieved an annual record in the
number of courts implementing its INCODE Municipal Court Case
Management software. During 2005 Tyler added 121 new court
contracts for the INCODE municipal courts software, and the system
now has established a national market leadership position with a
total of 485 client installations in 19 states. Dustin Womble,

presence in South Carolina and Georgia. In Texas, Tyler is a
selected vendor under the Department of Information Resources (DIR)
Go DIRect program, which streamlines and simplifies the purchasing
process for government agencies. With Tyler's INCODE system, courts
can tailor the software to meet their needs, including
state-specific requirements. Among the clients added in 2005 are
three high-growth courts in Texas: Grand Prairie Municipal Court,
the City of Brownsville and the City of McAllen. Each of these
three cities ranks among the 25 largest cities in the state of
Texas. Grand Prairie Municipal Court, located between Dallas and
Fort Worth, selected Tyler's INCODE municipal court software to
help serve its nearly 145,000 citizens. Steven Cherry, Court
Services Director for the City of Grand Prairie, explained, "Our
previous software was outdated and lacked interfaces to new
advancements in the Municipal Courts. After purchasing INCODE, the
Grand Prairie Municipal Court has moved forward with automated
ticket writers, on-line payments and document imaging." He added,
"Our biggest concern in buying new software was that the City of
Grand Prairie wanted to maintain the existing level of customer
service. We liked the fact that INCODE has grown over the years and
can still provide their high level of customer service." Cherry
said, "Several site visits were conducted to existing Tyler INCODE

of customer service that Tyler provides. The product is very user
friendly, and our citizens will benefit by being able to make

has the flexibility to perform effectively for municipal agencies
ranging in size from small, low volume courts to very large, high
volume courts. At the City of Brownsville, Texas, the municipal
court implemented INCODE software to serve a population of nearly
140,000 in the largest city in the Rio Grande Valley. The Honorable
Ben Neece, Brownsville Municipal Judge, said, "With more than 5,000

batch print forms, letters and warrants, while providing
integration for document imaging and Internet payments. Belinda
