DALLAS, March 6 /PRNewswire-FirstCall/ -- Tyler Technologies, Inc. (NYSE:TYL) announced today that it achieved an annual record in the number of courts implementing its INCODE Municipal Court Case Management software. During 2005 Tyler added 121 new court contracts for the INCODE municipal courts software, and the system now has established a national market leadership position with a total of 485 client installations in 19 states. Dustin Womble, President of Tyler's INCODE division, commented, "The confidence that municipal courts nationwide place in our INCODE products and services is a tribute to the dedication of our employees to exceed client expectations. We understand that courts of any size need a fast, reliable system that can perform tasks in seconds, as well as the flexibility to create dockets of all types. Our leadership in municipal court software, with exclusive features, efficiencies and speed, is clearly defined with 99% client satisfaction and 100% retention rate." Tyler's INCODE division is a preferred provider for municipal court case management software in four states -- Texas, Missouri, Okalahoma, and Kansas -- and also has a strong presence in South Carolina and Georgia. In Texas, Tyler is a selected vendor under the Department of Information Resources (DIR) Go DIRect program, which streamlines and simplifies the purchasing process for government agencies. With Tyler's INCODE system, courts can tailor the software to meet their needs, including state-specific requirements. Among the clients added in 2005 are three high-growth courts in Texas: Grand Prairie Municipal Court, the City of Brownsville and the City of McAllen. Each of these three cities ranks among the 25 largest cities in the state of Texas. Grand Prairie Municipal Court, located between Dallas and Fort Worth, selected Tyler's INCODE municipal court software to help serve its nearly 145,000 citizens. Steven Cherry, Court Services Director for the City of Grand Prairie, explained, "Our previous software was outdated and lacked interfaces to new advancements in the Municipal Courts. After purchasing INCODE, the Grand Prairie Municipal Court has moved forward with automated ticket writers, on-line payments and document imaging." He added, "Our biggest concern in buying new software was that the City of Grand Prairie wanted to maintain the existing level of customer service. We liked the fact that INCODE has grown over the years and can still provide their high level of customer service." Cherry said, "Several site visits were conducted to existing Tyler INCODE customers, and everyone was very pleased with the product and level of customer service that Tyler provides. The product is very user friendly, and our citizens will benefit by being able to make payments and retrieve information online." Tyler's INCODE software has the flexibility to perform effectively for municipal agencies ranging in size from small, low volume courts to very large, high volume courts. At the City of Brownsville, Texas, the municipal court implemented INCODE software to serve a population of nearly 140,000 in the largest city in the Rio Grande Valley. The Honorable Ben Neece, Brownsville Municipal Judge, said, "With more than 5,000 charges each month, we needed a system that could generate reports, track cases and navigate data easily. With Tyler's INCODE software, we save staff time using form-designed summonses, judgments and courtesy letters. Our staff has easy access to information, and the ability to import old cases allows us to track multiple offenses." Judge Neece added, "I particularly like being able to generate reports myself for the city manager or the commission. The user-friendly Windows(R) based system is a real plus for us, after working with a cumbersome and inflexible 15-year-old system." He noted, "We are pleased to be working with Tyler Technologies. While the whole purchasing process was easy, Tyler's INCODE clients really made the sale. Happy clients willing to talk with us made the difference." The City of McAllen, also located in the Rio Grande Valley and with a population of more than 100,000, replaced a maintenance-intensive in-house system with Tyler's INCODE integrated software for greater efficiency and cost effectiveness. The City gained the ability to easily update cases, as well as batch print forms, letters and warrants, while providing integration for document imaging and Internet payments. Belinda Mercado, IT Director at the City of McAllen, commented, "We were looking for a solution that would provide updates on legislative changes and cut down on time spent trying to modify our existing system. We did a great deal of reference checks and liked what was said about INCODE's modules." Mr. Womble noted that other large courts that purchased Tyler's INCODE software in 2005 included La Crosse, WI; Iron County, UT; and Sugar Land, TX. He said, "These clients join with Oklahoma City, OK, and Texas courts in Irving, Laredo, Midland and San Angelo, among numerous others, to make INCODE the leader in municipal court case management throughout the country." Tyler's INCODE division designs and implements software and provides professional services exclusively for municipalities nationwide. Tyler's INCODE municipal court software products include court case management, court online and interface to handheld citation devices.
