Tyler Technologies Wins Contract to Provide Its MUNIS Financial Management Software to City of Springfield, Massachusetts

DALLAS, Sept. 27 /PRNewswire-FirstCall/ -- Tyler Technologies, Inc.
(NYSE: TYL) announced today that it has signed a contract with the
City of Springfield, Massachusetts, to provide its MUNIS(R)
Enterprise Resource Planning (ERP) software and related
professional services. The deal, valued at more than $1.75 million,
includes consulting services, annual support and maintenance, in
addition to a comprehensive financial software package. With this
contract, Tyler further reinforces its position as the leading
provider of public sector software solutions in the Commonwealth of
Massachusetts. Richard Peterson, Jr., president of Tyler's MUNIS

at an optimal level of effectiveness." Springfield, which purchased
Tyler's Pension Management solution in 1994, and Tyler's CLT
Appraisal and Tax solution in 1982, was looking to replace its more
than 20-year-old, in-house developed system with a fully integrated
financial management solution. The City's Chief Information
Officer, Thomas B. Collins, stated, "Our current system has limited
functionality, requiring many departments to develop their own
shadow systems to meet their needs. It is not well integrated and
requires vast amounts of paper and paper-driven processes." Mr.
Collins explained that Springfield's paper-reliant system encumbers
the efficiency and effectiveness of the delivery of services. "We
expect MUNIS to provide a responsive system with electronic
approvals and work routing, end user access to data and the
opportunity to add additional capabilities once the implementation
is completed," said Mr. Collins of the City's upgrade from its
existing system. To help the City progress from this paper-based
system, the Tyler Content Manager for MUNIS application will enable
the City to electronically manage, store and retrieve documents
specific to MUNIS. The City's selection of MUNIS Massachusetts Tax
Billing, Tax Title and Excise Tax software applications will keep
it current with state mandates and requirements. In addition,
Springfield's purchase of the CLT interface will enable data to be
shared between MUNIS and CLT databases using a CAMA (Computer
Assisted Mass Appraisal) bridge. A variety of factors led to
Springfield's decision to contract for MUNIS software from Tyler.
Among them, according to Mr. Collins, is the feature-rich
functionality of MUNIS and the fact that it is designed to meet the
unique needs of local governments. He also cited the up-to-date
system architecture, annual updates, and strong presence throughout
Massachusetts as influencing the City's choice. As part of Tyler's
MUNIS implementation, Springfield has opted for consulting services
to improve its overall performance and productivity. These
professional services include change management, business process
improvement, desk procedures, and policy and procedure analysis.

operating procedures and will receive best business practice
recommendations from Tyler to enable it to make improvements where
