County to Implement 'Tyler Neighborhood' Approach With New Financial, Tax and Courts Systems to Help Manage Growth DALLAS, Aug. 9 /PRNewswire-FirstCall/ -- Tyler Technologies, Inc. (NYSE:TYL) announced today the signing of its largest agency-wide contract to provide a comprehensive, integrated system for multiple government departments. The agreement, signed with Columbia County, Georgia, will be the broadest implementation to date of multiple Tyler systems with one local government. Tyler will implement in Columbia County an array of its software suites, including MUNIS Financials and Human Resources, iasWorld Appraisal and Tax, and Odyssey Courts and Justice systems, among others. The contract, including professional services and support, is valued at approximately $3 million. Tyler Technologies President and CEO, John Marr, Jr. commented, "Government offices like those in Columbia County are looking for ways to unify information and operate as a single entity. Their communities are growing, and they want to stay ahead of trends so they can better serve the public. With our focus on providing a broad line of software products and services designed specifically for local governments, Tyler is uniquely positioned to provide the systems that cities, counties, schools and other local government units need to achieve their goals." In early 2005, representatives from each department in Columbia County came together to consider and evaluate long-term software needs. They found that existing systems, purchased from a variety of vendors, lacked the ability to centralize information and share data between departments. As a result, the County's Information Technology department was tasked with integrating these systems over time. "It was a continuous loop of making changes," said Lewis Foster, director of Information Technology at the County. "The systems were not as user- friendly as customers wanted and did not have the functionality for future growth. We wanted to get IT into more of a support role instead of developing applications." Columbia County is located in Georgia's second-largest metropolitan area, near Augusta, and is one of the fastest-growing communities in the state. As such, it was important to find a vendor who could help the County stay ahead of its growth. Selecting Tyler Technologies became the obvious choice. While most other software companies that the County evaluated partnered with other vendors to meet the County's requirements, Tyler Technologies offered a single-source option that addressed the vast majority of the County's needs and was designed exclusively for government. "The system that Tyler proposed will bring all our departments together," said Foster. "It is more feature-rich compared to others we evaluated, and Tyler is totally focused on government. They understand our needs now and in the future -- citizens and government are getting a very positive return on investment." "Tyler was much more thorough than other vendors," agreed Columbia County Chief Appraiser, Debbie Robertson. "We'll have access to more information, more easily, than with our previous software. The Tyler system will give us smoother operations internally, and provide more information in a friendlier way for our public." In addition, the County hopes to reduce printing costs with document imaging, reduce data duplication with an integrated database, and reduce customer traffic and administrative calls by expanding services to the Web to create a 24x7 government. The County also expects that Tyler's software will improve productivity and increase staff effectiveness in a variety of ways. "Our objective is to push information instead of pull it," said Foster. "We wanted software that shows us information and trends so we can make sound business long-term decisions. With the Tyler system we'll have improved reporting, more accurate projections, and most of all, improved accountability to our public. We want to see the whole course instead of just the tree in front of us." Both Tyler Technologies and Columbia County look forward to a very positive, long-term relationship. "In talking with Tyler staff, I feel like we've built a fast relationship and I think they really care about the County," commented Foster. "Tyler has a commitment to customer service and seems to care about every relationship, no matter how big or small. I look forward to having a vendor who's as committed to Columbia County as we are." "We are extremely pleased to welcome Columbia County into our client base," said Marr. "We'll be working together to help offices talk to one another, departments to share information, and the public to connect with their government. We're confident that all of the County's constituents will see tangible benefits."
